Glenn Highway & Artillery Road Interchange Improvements

Project Overview

The Alaska Department of Transportation & Public Facilities (DOT&PF) is improving the Glenn Highway and Artillery Road Interchange in Eagle River. The project will replace the aging Artillery Road bridge over the Glenn Highway, modernize the interchange, reconstruct highway on- and off-ramps, and may adjust connections with nearby roadways including Artillery Road, Old Glenn Highway, VFW Road, Cross Drive, and Eagle View Drive as needed.
Key Goals:

  • Improve safety, traffic flow, and connectivity for all users.
  • Enhance non-motorized travel by adding or improving sidewalks, curb ramps, and shared-use pathways.
  • Upgrade essential infrastructure, including paving and drainage improvements, lighting, signage and striping, guardrails, retaining walls, landscaping, and other roadside features.
  • Increase bridge clearance over Glenn Highway to meet current design standards.

Project Area

This project is located in Eagle River, Alaska and will reconstruct the Glenn Highway and Artillery Road interchange, including replacing the existing bridge. Project area roadways adjacent to the interchange include Artillery Road, Glenn Highway on- and off-ramps, Old Glenn Highway, VFW Road, and Eagle View Drive.

 

Interchange History

The Artillery Road Interchange was built in the 1970s to provide direct access between Eagle River and the Glenn Highway. At the time, traffic volumes were lower, and the original interchange met community needs. As Eagle River and surrounding areas have grown, the interchange has become one of the busiest locations on the Glenn Highway, often experiencing significant traffic backups during peak travel times.


In recent years, DOT&PF has completed several major improvements along the Glenn Highway corridor, including adding lanes and new bridges to increase capacity and improve safety as part of the Glenn Highway Capacity Improvements project. Even with these upgrades, the Artillery Road Interchange continues to face congestion and safety challenges.
